CCFOA 2003 Banquet

The 2003 banquet will be held on Sunday evening November 23rd, at 6:30 pm at the Sunrise Bistro in Walnut Creek, the cost is $32 per person. Flyers containing details and reservation slips will be available at the next CCFOA meeting, or you can click on the link below and print out the reservation slip. Don and Bobbi Scott will again handle details and arrangements in their usual noteworthy style.

CCFOA Board Elections

Elections will be held at our October 19th meeting for Vice-President (President Elect) and Treasurer. Please contact Mark Ernst, Brett Marshall or Dave Jurkiewicz if you are interested in running for one of these positions.

Our representative to the Youth Football organization is Dave Jurkiewicz. Dave reports that the topics listed below have been relayed to him for officials to enforce:


NUMBERING
The Diablo Valley Youth Football Conference’s Board of Directors want Rule 7-2-5a strictly enforced. Rule 7-2-5a states: “at the snap at least seven A players , 5 of whom must be numbered 50 to 79, shall be on their line of scrimmage". There is to be no further exceptions to this rule at DVYFL games.

SHOES
In all divisions, non detachable, rubber molded cleats are required. All shoes must be in good condition. No screw on cleats of any type will be allowed. If a player is found to be wearing illegal shoes while participating in any game, he / she will be permanently ejected for the remainder of that game.

OVERTIME PROCEDURE
No game will end in a tie. Ties will be resolved by CIF High School Rules (4 Downs from the 10 yard line). If a tie is not broken after two (2) sessions, the total yardage rule will be used (four (4) downs, total yards). The ball will be placed on the forty (40) yard line. When you need to go to the total yardage system to determine a winner in overtime begin at the 40 yard line going in. Each team will get 4 plays to gain the most yards. If a team gains 40 yards on their first play they are done and the other team takes over or the game is over. If each team gains 40 yards you must do it again. The number of plays a team may use does not matter-only total yards.

EXCESSIVE POINT MARGIN
Once a team has scored a thirty (30) point margin, the game will go to an automatic running clock immediately after the second (2nd) half begins. The clock continues to run even if the score spread decreases to less than thirty (30) points. Clock will stop for timeouts and injury timeouts.

Corrected Youth Football Fees & Rules Interpretation

Assignor Dave Cutaia sent out the following information via e-mail recently regarding youth fees:

Actual youth football fees for all games except the NYFL are as follows:

Junior Pee-wee, Pe-ewee and all PJFL games: $44.00 per official
Junior Midget & Midget: $46.00

These fees were originally listed as $46 & $48. The NYFL fees remain the same. Adjustments will be made on the next pay period.

Dave also in the same e-mail informed us a to the following:

At the last meeting, it was stated that a player may hold the all on his foot for a field goal or try. This is incorrect. A player must hold the ball on a tee, or on the ground.

On page 23 of the rule book, Rule: 2-23-4 says "A scrimmage kick is any legal kick from in or behind the neutral zone. Either a place kick, punt, or drop kick may be used. For a place kick the ball must be controlled on the ground or on a LEGAL KICKING TEE by a teammate.


YOUTH FOOTBALL


There was a recent e-mail regarding the enforcement of illegal cleats rule, overtime procedures and excessive score difference rules at youth games. Please consult the Youth segment of this web site if you are not familiar with Youth guidelines - particular in regard to these issues. Game reports MUST be sent to Dave Cutaia and Dave Jurkiewicz ( fax #’s are on the Youth Game Report Link) if you have any unusual problems or ejections.
