2003 Clinic Recapitulation


New Rules - 2003

1.
If a foul by the receiving team occurs during a scrimmage kick on its side of the neutral zone, the receiving team retains possession following the enforcement of the penalty. The basic spot for this situation is the end of the kick. Dave Cutaia emphasized that it is advisable for line and back judges to have an extra bean bag to mark the critical end-of-kick spot for enforcement purposes. The rule is not applicable to a try. 2-16-2g
2.
Clipping is permitted in the free-blocking zone by offensive linemen on the line of scrimmage in the blocking zone against defensive players also on the line of scrimmage in the zone at the snap. Furthermore, the must be in the zone and prior to the ball exiting the zone. 2-17-3
3.
Pass interference restrictions end for offensive players when the defense touches the pass or the last forward pass if more than one. 7-5-9a
4.
If the defense commits a foul during a scoring play, the scoring team may accept the result of the play and may have the penalty assessed from the succeeding spot. 8-2-2, 8-4-3


Scrimmages

Each member will be given two scrimmage tasks which are to be considered the same as game assignments. Please do not cancel any the weekend of September 5,6,7 as there are many scheduled for those days, and all members will be needed. Some of these times are still subject to change by the schools. If someone chooses to attend a scrimmage they need to let Dave or Ken know via phone or e-mail. We are stretched very thin on 9/6. Dave needs to know exactly where people are. OFFICIALS ARE NOT TO CHANGE ANY ASSIGNMENT WITHOUT CONTACTING DAVE OR KEN.

Classification Exam

A practice classification quiz was taken by the membership in small groups. Dave Cutaia subquently reviewed the answers. Please study this test in preparation for the final test that will be administered at our September 7 meeting. Both Mark Ernst and Dave Cutaia reminded us that this will NOT be a group endeavor, and a passing score of 70% must be attained in order to receive assignments.


Dues

Mark Ernst versed everyone with the fact that membership fees are due and payable. Any member owing assessments will not be given assignments.


Youth Football

Dave Cutaia informed us that crews will be assigned to the Manteca/Modesto areas for youth games at a $10 per game bonus over normal youth fees.

Dave also announced that we would be assigned to the DVYF scout games at a regular youth rate. Coaches formerly officiated these contests.

The remuneration for Youth Football assignments has been increased by $2 at each level. The assignors will continue to disperse Youth game fees at each meeting. It is crucial that either Dave Cutaia or Ken Leffel be contacted immediately when any changes in assignments or no shows occur. This will ensure that the correct official is reimbursed and/or money returned to the youth football organization or school.


Assignment Changes


Any assignment changes and turn backs should be kept to a minimum and if necessary, not be at the last minute. No officials may be added to a crew (i.e. 5th man to a 4-man varsity crew) without Dave Cutaiaís knowledge and permission. However. if there is an emergency situation, the referee may act for the assignors and add a crew member.


5th Man

The result of the advisory vote taken at the meeting as to the practicality of adding a 5th man to varsity games with or without an additional fee increase will be discussed jointly among board members and the assignors. Any final decision regarding this matter will be concluded at a later date.


Break-out Sessions


A special thanks must be accorded Dave Cutaia (filmed game situations), Don Hubbard (umpire position), Terry Miles (referee position) and Dave Gregory (sides). Each acquitted himself in grand fashion, and the membership is eminently indebted to them for the wisdom and know-how they dispensed. At our next meeting mechanics standards will be discussed and detailed. Many questions arose pertaining to the diversity of mechanics employed throughout the association.
