Meeting summaries

Medical Personnel
At the pregame conference (Federation and Youth Football), the referee must ask the home team head coach who the medical person is and have that person physically pointed out by the head coach. It is not necessary to inquire as to that medical personıs training or competence.

Unconscious Player(s)
It was emphasized that if an apparently unconscious player is determined by game officials, that player may not reenter that game the without written permission of a physician (M.D.)

Youth Football Fees
The remuneration for Youth Football assignments has been increased by $2 at each level. The assignors will now dispense Youth game fees at each meeting. It is crucial that either Dave Cutaia or Ken Leffel be contacted immediately when any changes in assignments or no shows occur. This will ensure that the correct official is reimbursed and/or money returned to the youth football organization or school.

Sun Glasses
Although it was stated emphatically by Dave Cutaia that he personally would not use sun glasses while officiating football, he did, nevertheless, recognize that on sunny days it might be merited to wear them while working Youth games only. He further stipulated that he would check with Federation administrators regarding this matter for additional clarification.

Mechanics
At our next meeting mechanics will be discussed in detail.

Side Officials
Dave Cutaia stipulated that side officials should ALWAYS start out wide (on the side line) and pinch in if the play develops away or when the play has become dead (stopped)

Assignment Changes
Any assignment changes and turn backs should be kept to a minimum and if necessary, not be at the last minute.

Rosters
The rosters that were passed out at the meeting were mainly for those without web access. A more accurate and up -to-date one is available to print on this web site.

Uniforms
All officials for a particular game should be dressed uniformly (i.e. everyone in long or short sleeves - everyone in knickers or shorts). Both (shirts and pants) should be taken to all games to make sure that uniformity takes place. Further, white calf length socks must be worn with shorts not ankle type socks. It goes without saying that shoes should be shined and everyone is dressed neatly and professionally.

New Rules - 2002
1. Blocking or pushing in the back above the waist is no longer clipping and is now a 10 yard penalty.
2. Clipping is a block from behind at or below the waist.
3. Clipping or blocking in the back should not be called unless the initial contact is seen. When in doubt the contact is legal.
4. Only those players on the line scrimmage and in the free blocking zone may clip, block in the back, block below the waist or be blocked. See page 5 of the Simplified and Illustrated ³funny book². The above is permissible until the ball leaves the free blocking zone.
5. All defensive penalties must be penalized.
