- There are two kinds of plays: loose ball and running.
- A loose ball play is action during a legal kick, a legal forward pass, a fumble or backward pass by the offense behind the line before any change of possession,
and the run or runs which precede the loose ball.
- A running play is any action not included in 2 above.
- The basic spot for fouls during a loose ball is the previous spot.
- The basic spot for fouls during a running play is the end of the run.
- The all-but-one principle of penalty enforcement states that penalties for fouls are administered from the basic spot. The one exception is fouls committed by
the offense BEHIND the basic spot and these are administered from the spot of the foul.
- The Referee needs to know who fouled whom, what the foul was, where the foul occurred, and the status of the ball at the time of the foul.
Important: If there is a change of possession during the down, the team LAST in possession may keep the ball if it did not foul prior to last gaining possession and if it declines any penalties against its opponents. It doesn't matter how , many times possession changes.
Other Important Information
1. The Four Automatic First downs are:
- Pass interference by "B".
- Roughing the kicker or holder.
- Roughing the passer.
- Personal foul against the snapper in a kick formation. (new 97)
2. During the last timed down of any quarter extend the quarter if:
- Foul by either team and the penalty is accepted.
- If there was a double foul.
- If there was an inadvertent whistle and the down is to be replayed.
- All nonplayer or unsportsmanlike fouls during a touchdown play and dead ball fouls prior to the try will be enforced on the try (NOT THE KICKOFF). Player fouls during scoring plays, touchdown and field goals, will be enforced only if the penalty is accepted. (THEY DO NOT CARRY OVER TO THE KICKOFF)
Exception: fouls accepted on kick trys (10-5-2, page 61)

The Nominating Committee consisting of Bert Michalczyk, Brett Marshall and Dave Jurkiewicz is currently assembling a slate of candidates to run for three vacant positions on the Board. The open positions and the duties of each are:
Vice-President
- Preside at all Association and Executive Board meetings in the absence of the President
- Be responsible for the training of all active members. To be included in this effort is:
the complete handling of the pre-season clinic and scrimmages
the setting up of training sessions at the scheduled meetings during the football season
the establishment of a special training program for new and Probationary Officials
- Be responsible for arranging for, accumulating and summarizing ratings from coaches of teams submitting same. The summary is to be used by the Executive Board in its annual classification of active members.
- Arrange for the annual peer rating of active members of the Association
- Monitor the progress of the Approved and Probationary Officials throughout the football season and report to the Executive Board on such progress when appropriate
Secretary
- Preside at all Association and Executive Board meetings in the absence of both the President and Vice-President
- Handle all correspondence for the Association
- Take notes at all Executive Board and Association meetings. Provide the Executive Board with a copy of the recordings of each meeting.
- Compile and maintain historical data on the proceedings of the Association
Member-at-large
- Assist the Vice-President in the training of the membership
- Accept whatever other duties assigned to him/her by the Executive Board
