PSK is short for "POST SCRIMMAGE KICK" penalty enforcement. Post Scrimmage Kick enforcement is the method of enforcing qualifying penalties against "Team R only" during a scrimmage kick plays. PSK fouls are NEVER enforced for fouls by Team K. PSK fouls are NEVER applicable during Free Kicks, Trys, or successful Field Goals.
The Rule Book wording can be confusing. Therefore, this page was created in an attempt to simplify this seldom used penalty enforcement procedure.Effective in 2003, The Back Judge (5-Man crew) or The Line Judge (4-Man crew) shall bean bag the spot where the scrimmage kick ends.
Remember, a scrimmage kick ends:
a) Where the scrimmage kick is possessed by any player,
b) When the scrimmage kick crosses the goal line, (PSK spot will be the 20 yard line),
c) Where the scrimmage kick goes out of bounds, or
d) Where the ball is blown dead not in player possession.
The spot where the kick ends (the bean bag) becomes the basic spot for PSK penalty enforcement for fouls against TEAM R when the following five conditions are met:
NFHS Rule 2-16-2g...Post Scrimmage kick - A foul by R when the foul occurs:
1) During scrimmage kick plays, other than a try or a successful field goal
2) During a scrimmage kick play in which the ball crosses the expanded neutral zone (It does not matter where the kick ends, rather only that the kick must have crossed the expanded neutral zone)
3) Beyond the expanded neutral zone (When in doubt the foul occurred beyond the expanded neutral zone. In other words: When in doubt, Make it PSK!)
4) Before the end of the kick (Because, when the kick ends, we have either a running play or a dead ball)
5) And, K does not have possession of the ball when the down ends and will not be next to put the ball in play. Restated, for clarification, on plays where Team K downs the football to end the kicking play, K is not in Team possession after the play ends, rather R is in Team possession, and as such R will be the next team to put the ball in play.
REMEMBER: If any one of the above five conditions are not met, PSK is not used. However, if all of the above conditions are met, the accepted PSK foul is enforced from the PSK spot.
For the purposes of Double Foul penalty enforcement (10-2-1a, b, c and 10-2-2) If both teams foul during a scrimmage kick, Team R may retain possession by declining the Team K foul. The Team R foul will then be enforced from the basic spot (or the bean bag). By rule, we DO NOT have a double foul; if TEAM R were to accept the TEAM K foul, then (and only then) is a double foul created! Restated, if R were to accept the K foul, the penalties offset, and the down would be repeated.
Remember
·PSK is never in effect for any TEAM K foul.
·PSK is never in effect during Free Kicks, Trys, or successful Field Goals!!!
·If the Team R foul occurs behind the PSK basic spot (the bean bag), the "all but one" principal will apply and the penalty is enforced from the spot of the foul.
